At the direction of the NRD and Water Program Coordinator, the contractor will identify:
- Permitting requirements assist the tribe in environmental permitting compliance.
- Conduct site assessments
- Design a stream restoration project that restores eroding stream banks that increase the form and function of the western stream to build resilience into the stream channel to tolerate peak flows from urban runoff during storm events.
- Additionally, the consultant will design stormwater control features (green stormwater infrastructure) on targeted sites that drain the Buena Vista Peaks Property to slow down stormwater runoff, prevent erosion, and increase native plants in the project area.
The Water Program Coordinator will work directly with the consultant to assess the project area and advise and review restoration planning and designs. The end product will include the following deliverables:
- Environmental planning/permitting requirements.
- Status of permit applications
- Stream restoration and stormwater control project designs are ready for implementation when implementation funds are awarded.
The Water Program Coordinator will coordinate between the contractor and the Tribe for tribal consultation to ensure the designs reflect BVR tribal knowledge interests and are protective of cultural resources.
The overall project design goals will:
- Restore resilient hydrologic form and function to the western stream to tolerate increased urbanized stormwater runoff.
- Restore eroding stream banks.
- Use bioswales or other nature-based stormwater control features at targeted locations to collect, slow, and filter stormwater runoff.
- Restore and enhance BVR culturally significant vegetation within the project area.
Scope Of Work:
Description of how your organization will accomplish the work based on the introduction and estimated scope of work (below). Please limit the scope or work to no more than two pages.
TASK 1: RESTORATION PROJECT SITE ASSESSMENT
- Conduct a site assessment with BVR NRD staff to tour and become familiar with the project area and site conditions.
- Conduct site assessments and collect site and project-specific data.
- Conduct or advise pre-project monitoring.
TASK 2: ENVIRONMENTAL PERMITTING
- Research restoration permitting needs for CEQA and NEPA compliance, inform and work with the tribe.
- Apply for or support the tribe in applying for needed permits.
TASK 3: CREATE RESTORATION DESIGNS
- Develop three restoration concepts for tribal NRD review.
- Create construction designs for the selected concept for the stream restoration site and stormwater control sites.
- Provide cost estimates for the construction designs.
- DELIVERABLES
- Construction design for the western stream resilience and stormwater control project that is ready for implementation, including cost estimates for construction implementation.
- Environmental compliance document describing the NEPA and CEQA compliance activities and permits needed for the project. Describes the permit status of any permits being pursued. The document explains any permitting or regulatory exemptions.

Can the proposal due date be pushed out two weeks to 11/17?
- Yes (NOW EXTENDED TO 2/23/24)
What existing data is available for the parking lot and stream area? Are as-builts available in CAD format?
- None for the stream sites, if long profiles, cross-sections or slope…etc. are needed then include that in site assessment. Tribe has some capacity to help with this. We only have as builds for the casino parking, nothing for the restoration sites. Be sure to include a site visit to assess the area and plan for this.
Has a topographic survey been done of the parking lot and stream or should one be included in the proposal?
- Parking lot is not part of the restoration project, however, it does have topo and does feed stormwater to the project site. If topography for the stream and stormwater sites is needed then it needs to be included in the scope of work as site assessment and planning.
Bid and construction support and post-construction monitoring is not included in the RFP. Is that desired as an optional service?
- Not yet, once implementation funds come in then we will discuss these topics. Tribe will be the lead on post project monitoring.
How many iterations of PS&E’s are desired? We usually plan for 60%, 90%, 100% and Final (bid-ready)
- That works for the tribe.
Which agency will do plan check approvals?
- Tribe
Are they subject to jurisdiction of state agencies (California Department of Fish and Wildlife and the Regional Water Quality Control Board)?
- Tribal
Can a map be provided that delineates the limit of work?
- Yes. See File 7 – Streamwater Control Project Area Map
Design is to be completed by 2/29/2024, which is very quick with respect to agency approvals. Can a provision be made for the design to be substantially complete by this date, with the provision of redlines to address agency comments?
- Yes, we do have some flexibility here since the Tribe is the approving agency.
The $30,000 budget is very tight for development of construction documents, permitting and CEQA. Is additional funding available?
- We need the consultant to conduct research to inform the tribe of any permitting needs or verify that no permits are required and that this is an exempt project on tribal land (work with tribal staff as they know the land status).
Have you considered a design-build for this contract? This could reduce the cost of the design work, since 100% bid-ready construction documents are not required in a design-build contract.
- We need designs created that can be implemented when implementation funding comes in. We do not have implementation funding yet, so we are not able to commit to a design build, although the tribe likes the design build idea, it is faster and not a lot of contract negotiations.
